UTILITIES MAINTENANCE SUPERINTENDENT

Position Summary:

This position is responsible for performing managerial duties including planning, coordinating, supervising, budgeting, training and directing of crews for the City’s water distribution, wastewater collections, meter testing & replacement, Infiltration prevention, inventory control, and mechanical electrical maintenance and repairs.

 

City utilities including waste water collection, water and reuse distribution, manholes, valves, wells, lift-stations, de-chlorination facility, and the water reclamation facility.

 

Essential Duties and Responsibilities: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

 

  1. Reports directly to Utilities Director and reports all divisional activities by planning, preparing, monitoring and updating operational and project schedules, reports, facilities management, agenda management, public information, budget information and contractor activities.

 

  1. Assists with the development of the UM division’s annual budget. Plans, schedules, coordinates, and participates in the construction, repair, operation, and maintenance activities of utility crews responsible for maintaining the public water distribution, sanitary sewer collections, and distribution and reuse distributions systems.

 

  1. Manages UM Forman and crews responsible for the maintenance and repairs of the water distribution, wastewater collections, meter maintenance, mechanical electrical, and product inventory.

 

  1. Conducts and/or participates in safety meetings, establishing a culture of safety for the UM division.

 

  1. Tracks the performance of the utilities’ water distribution, sanitary sewer and reclaimed water systems identifying areas of future improvements and/or repair and maintenance.

 

  1. Assists with the development of new programs to improve the operation and maintenance of the various utility systems.

 

  1. Assigns subordinate responsibilities and establishes guidelines for personnel training, evaluations, scheduling, discipline, daily operations and preventative maintenance.

 

  1. Conducts and/or participates in interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees.

 

  1. Evaluates compliance with environmental, health, safety and operational standards for the maintenance division.

 

  1. Coordinates and oversees the processing of reports through the City’s system, acting as a liaison between officials, employees, other departments, commissions, citizens and department head or executive management.

 

  1. Plans, develops, and manages special projects at the request of the Utilities Director to include problem identification, research, analyzing options, statistical analysis, presentation of recommendations and implementation time frame.

 

 

  1. Determines funding requirements prepares budget documents, monitors status of allocated funds and controls expenses.

 

  1. Oversees the Utilities Maintenance Department’s budget; performs cost estimations; submits budget recommendations and justifications. Assist Director with the CIP division budget and special project needs.

 

  1. Review purchase orders, tool and supply purchases, activity reports, and other performance data to measure productivity and goal achievement; and to determine areas needing cost reduction and program improvement.

 

  1. Coordinates division/department activities with other City departments, contractors and with outside agencies.

 

  1. Drafts and edits correspondence, special reports to support the activities of Utilities Maintenance department.

 

  1. Provides direct and indirect supervision to Water/Wastewater personnel. Directly supervises all maintenance forepersons.

 

  1. Selects, supervises, trains and evaluates assigned staff and enforces department/division rules and regulations and disciplinary control.

Knowledge, Skills, and Abilities:

  • Operational knowledge of water and wastewater treatment plant facilities, maintenance, distribution systems and collections systems.

  • Thorough knowledge of the utility construction and repair process for water, sanitary sewer and reuse lines as well as lift stations, sewer system, and electrical panels.

  • Must be computer literate and possess the ability to understand, interpret, explain, and carry out written and oral instructions.

  • Must be able to read and understand construction documents including but not limited to design standards and site plans.

  • Good customer skills when dealing with people.

  • Experienced in directing and Management of subordinate’s performances and job duties.

  • Ability to work effectively and efficiently with other department heads.

  • Ability to communicate effectively both orally and written.

  • Ability to plan, organize and supervise the work of others.

  • Ability to read and make functional changes to blueprints.

  • Experienced in budgeting and financial activities associated with operational maintenance, equipment replacement Capitol improvement and asset management.

  • Experienced in inventory warehousing, and mechanical electrical activities.

 

 

 

 

 

 

Education and Experience:

  • Graduation from an accredited high school or possession of an acceptable equivalency diploma

  • Eight (8) years of experience in the operation and maintenance of a Utility facility in which five (5) years must have been in a supervisory capacity. Formal education can be considered an alternative to experience.

  • Bachelor's degree/ vocational technical training preferred

  • A combination of education, training, and experience may be substituted at the City’s discretion.

 

Certificates and Licenses:

  • Possession of a Florida driver’s license.

  • FEMA ISO training required within one year of service

  • Ability to obtain a class “3” water distribution certificate and a class “C” wastewater collections certificate. Within 2 years
