Position Summary:

Performs administrative and highly managerial work directing the Building Department, municipal building inspection and enforcement of construction codes. Incumbent must be a strong leader with outstanding communication and listening skills. Understands the importance of quality human relations with staff and is able to create an environment that engenders staff retention and teamwork. Will need to be hands-on as necessary.

 

Essential Duties and Responsibilities: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

  • Performs and causes to be performed all building, electrical and plumbing inspections.

  • Researches, formulates and drafts new and amended codes and ordinances related to building inspection and construction codes, coordinates initiation and implementation of such codes and ordinances with the City Attorney’s Office. Maintains awareness of changes and trends in the building inspection programs; prepares and presents oral and written reports.

  • Examines, approves or rejects plans, specifications and applications for building permits. Gives reasons for rejections. Verifies contractor qualifications.

  • Makes or directs inspections of major buildings or structures as to foundation, framing and for conformity to conditions of the permit.

  • Examines all applications for electrical permits, inspects wiring when necessary. Prepares reports on inspections and investigations.

  • Consults with the general public, departmental officials, contractors, building owners and associates.

  • Enforces construction related ordinances established by the City.

  • Conducts weekly job site visits.

  • Answers phone calls and emails.

  • Knowledge of building and zoning codes, laws and ordinances.

  • Knowledge of current methods and practices of all types of construction.

  • Knowledge of State statutes for building design and structural requirements.

  • Ability to determine the administrative needs of the department and ensure their accomplishments.

  • Ability to organize and present technical reports.

  • Ability to interpret codes.

  • Ability to supervise.

  • Ability to review, inspect and enforce codes.

  • Ability to provide in-house training to technical staff.

  • Ability to read and interpret construction drawings and blue prints.

  • Skill in oral and written communications.

  • Skill in tactfully resolving problems with staff and in field.

  • Skill in code interpretations.

  • Skill in establishing and maintaining effective work relationships.

 

 

 

 

Education and Experience:

  • Graduation from an accredited four-year college or university with a Bachelor's Degree in Engineering, Architecture or Construction or a related field.

  • Ten (10) years of experience as an Architect, Engineer, Contractor or Construction Superintendent.

  • A comparable amount of training, education, or experience may be substituted for the above qualifications.

 

Certificates and Licenses:

  • Certified Building Code Administrators License.

  • Have or is able to ascertain Permit Technician certification as International Code Council (ICC).

  • Possession of a valid Florida Driver's License and clean driving record.

Supervisory Responsibilities:

  • Directs activities of various sections of the Building Department in the administration of municipal, building, electrical, plumbing, gas, mechanical, energy, handicapped accessibility and related ordinances; establishes inspection work load standards; reviews documentation of inspection activities to ensure that standards are met and code enforcement is effective; authorized initiation of legal proceedings when other means of achieving code compliance are deemed infeasible.
