Position Summary: Plan, program, design and deliver construction of City’s infrastructure and facilities. Directs, supervises and coordinates all activities of the Engineering Department and Engineering staff. Coordinates various tasks required for compliance with federal and state regulations. Supervision and direction of engineering and surveying activities.

Essential Duties and Responsibilities:

  1. Direct activities of the Engineering Department, including checking for accuracy and revision of designs and planning and recommending priority of construction projects to the City Manager.

  2. Oversees consultant prepared designs, plans, specification and construction project management of various public works projects to ensure project schedule delivery dates are met and are within funds budgeted for the project.

  3. Performs various professional services acquisitions tasks, including development of RFQ’s, RFP’s scope development, man hours and rates.

  4. Administers various functions of community development projects being undertaken by the City.

  5. Complete tasks necessary to ensure City compliance with federal and state regulations.

  6. Prepares and supervises grants administration from federal and state agencies.

  7. Represents the city at various professional and governmental meetings and conferences, environmental regulator and facilities planning.

  8. Manages the Engineering budget and assists in preparation of the Capital Improvements Program budget.

  9. Leads, manages, and supervises Engineering staff

  10. Performs various other tasks and assignments as requested by the Assistant City Manager.

Knowledge, Skills, and Abilities:

  • Knowledge of the principles and practices of Civil Engineering.

  • Knowledge of surveying practices is a MUST.

  • Skill in developing PowerPoint presentations and Excel spreadsheets.

  • Skill in conducting public presentations.

  • Ability to read and accurately interpret plans and technical specifications.

  • Ability to write technical specifications and correspondence with various entities.

  • Ability to communicate effectively with the public, staff and other customers.

  • Ability to instruct, supervise, direct, teach.

  • Ability to communicate both orally and in writing.

 

Education and Experience:

  • Graduation from accredited college with a Bachelor of Science in Civil Engineering or a Bachelor of Civil Engineering degree.

 

  • Five (5) years’ experience in the practice of engineering, design and project management, construction management and maintenance of public works infrastructure.

  • Three (3) years’ supervisory capacity.

 

Certificates and Licenses:

  • Registration as a Professional Engineer within the State of Florida, or meet registration qualifications through reciprocity and obtain registration within three (3) months.

  • Valid Florida Driver’s License and be insurable by the City’s current insurance provider.
