CIP Engineering Manager - Utilities

Pay Range $69,555 - $112,206 Annually

 

Position Summary:

Engineering management work responsible for managing the Utilities Capital Improvement Projects (CIPs) from conceptual stage through construction and project close-out. This position will oversee and lead all new development projects and all governmental agency utility relocation projects.

Essential Duties and Responsibilities:

  • Capital Improvement Projects: Project Management

    • Prepares and develops initial project scopes and cost estimates

    • Reviews design plans and provides guidance to engineering consultants

    • Manages the construction phase of the CIP projects

    • Manages the activities of outside consultants and contractors for utility projects, including potable water production, transmission and distribution; wastewater collection, treatment and disposal; and reclaimed water transmission and distribution.

    • Performs critical engineering feasibility analyses, hydraulic analyses, treatment and performance efficiency evaluations, and alternatives analyses, working with both staff and of outside consultants.

    • Assists in the development, preparation and maintenance of Utilities CIP annual budget, project budgets, progress and status reports, letters, files, and other documentation related to projects.

 

  • Responsible for the Utilities Department Development Review

    • Reviews plans and provides comments to the Planning and Zoning Department

    • Coordinates with Utility staff members and developers

    • Assists developers with utility questions and concerns

 

  • Government Agency Utility Coordination

    • Reviews design plans from various government agencies (Hillsborough County, FDOT, Polk County)

    • Prepares utility comments and utility work schedules

    • Manages development, design, and construction for all utility relocation projects for the City

    • Interacts, develops and maintains strong working relationships with local, state and federal regulatory agencies

 

  • Utilities Technical Manual

    • Responsible for updating and maintaining the Utilities Design Manual

    • Responsible for updating and maintaining the Utilities Technical Specifications

    • Responsible for updating and maintaining the Utilities Standard Details

 

  • Supplemental Duties:

    • Perform various tasks and duties assigned by the Utilities Director. 

    • Coordinates and communicates effectively with all City departments, including but not limited to Procurement, Planning and Zoning, Engineering,

    • Prepare, coordinate, and review consent agendas for City Commission approval.

Education and Experience:

  • Bachelor's degree from and ABET accredited university in Civil, Environmental, or Chemical Engineering

  • Minimum of 5 years of relevant experience

  • PE preferred but not required

  • Master’s degree is desirable but not required

 

Certificates and Licenses:

    • Valid Florida driver's license.
