Position Summary:

Highly responsible administrative and professional position working in collaboration with City Administration and other Departments in coordinating city-wide compliance with the Americans with Disabilities Act (ADA), the ADA Amendments Act (ADAAA), and the Florida Accessibility Code. Responsibilities include development, implementation, and updating of the City's ADA Plan and related policies and procedures. This position has a high degree of internal and external contact. Work is performed under administrative direction and is reviewed through meetings and reports.

 

Essential Duties and Responsibilities: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position

  • Acts as a liaison for the city interpreting and explaining applicable codes and providing technical assistance on accessibility of buildings, facilities, programs and services for governmental or community organizations and businesses to bring building, facilities, programs and services into compliance with ADA accessibility requirements.

  • Formulates and designs procedures and policies to determine the status of implementing ADA Transition Plan objectives (including but not limited to regular self-assessments/evaluations); confers with administrative staff to plan and develop methods for addressing deficiencies in policies and procedures, barrier removal, program design, requests for reasonable modifications and accommodations, design review, and grievances.

  • Visits facilities and programs to observe effectiveness of ADA compliance efforts, maintenance of access features, and monitoring of nonstructural modifications; prepares written reports regarding accessibility compliance.

  • Attends and participates in meetings with committees developing and implementing community outreach, public awareness compliance; advising City Manager and City Directors on issues of concern to persons with disabilities.

  • Directs and coordinates education, outreach and advocacy activities concerned with the Americans with Disabilities Act (ADA) and other laws that protect the rights of persons with disabilities.

  • Conducts awareness training and technical assistance workshops for achieving and maintaining compliance with ADA, for City of Plant City departments; also assists departments with methods for providing modifications and accommodations to ensure public meetings are accessible; provides employees, residents, visitors and employers with materials/information regarding the City of Plant City’s commitment to provide individuals with disabilities access to jobs, services and activities.

  • Researches and analyzes federal, state, and local laws related to individuals with disabilities.

  • Coordinates activities with the appropriate departments relative to ADA compliance and construction/remodeling projects, including but not limited to, architectural criteria, construction standards and plans.

  • Visits construction sites to evaluate how projects are progressing as the construction work relates to ADA compliance.

  • Assists in the receipt, tracking, resolution and response of ADA compliance related grievances from the public in collaboration with City Administration, City Attorney and other related City department representatives.

  • Collects, organizes, and analyzes data and maintains relevant files.

  • Maintains computer databases and all files for the City's ADA Plan to assist in developing relevant statistical reports.

 

  • May be required to work alternate hours as needed to complete projects and for the efficient operation of the department.

  • Position shall be designated as Mission Critical at the discretion of the City Manager.

  • Performs other related duties as required.

Knowledge, Skills, and Abilities:

  • Thorough knowledge of the content and provisions of the ADA and ADAAA, local, state, and federal regulations pertaining to accessibility by the disabled.

  • Considerable knowledge of local agencies and organizations providing services to the disabled.

  • Ability to analyze City administrative regulations, City programs and activities to ensure they meet or exceed ADA regulations.

  • Considerable knowledge of general personnel management theories and principles.

  • Ability to complete necessary research and apply analytical processes effectively to complete statistical analyses.

  • Ability to exercise good judgment and discretion.

  • Ability to interpret and explain ADA regulations and guidelines to executive staff, department heads, supervisors, employees and the general public.

  • Ability to develop rapport and deal effectively and persuasively with the public, City employees, supervisors and department heads.

  • Proficient in Microsoft office and basic computer software, tools, and disciplines.

  • Must have proficient experience in preparing and maintaining data using electronic systems, developing data collection and reporting programs and analyzing and auditing automated data reports and/or maps.

  • Excellent writing and communication skills.

  • Knowledge of business English grammar, spelling and punctuation, for preparation of documents and letter composition.

  • Ability to establish and maintain effective working relationships with other employees, departments, government officials and the public.

 

Education and Experience:

  • Bachelor's degree from an accredited college or university in rehabilitation counseling, disability studies, the social sciences, public administration, business administration, or closely related field.  

  • Three (3) years of progressively responsible, administrative experience in regulatory compliance work with a strong emphasis on accessibility, which must include experience working with disabled individuals, to ensure access in areas such as employment, public accommodations, transportation, and communications.  Must include one (1) year of administrative experience in planning and coordinating ADA compliance.

  • Must obtain all required Florida Department of Transportation (FDOT) Local Agency Program (LAP) training related to LAP Administration and ADA Compliance within a year of employment.

 

Certificates and Licenses:

  • Must have ADA Coordinator Training Certification Program (ACTCP) certification or the ability to obtain such within eighteen (18) months of employment.

  • Must possess and maintain a valid state of Florida driver's license with acceptable driving history as determined by the City of Plant City.
