The purpose of this position is to provide professional, technical, and administrative support for the Geographic Information Systems (GIS) needs of Manpower. Responsibilities include working with other departments to evaluate GIS applications, configuring and maintaining map-centric web applications and services, and acting as team lead for GIS projects. Focus areas include GIS-related applications, Cityworks Administration, Laserfiche, and ArcGIS Enterprise. Work is performed under the general supervision of the GIS Manager or designee.Essential Job Duties

  • Participate in enterprise GIS operations including database management, data development, system administration, technical consulting, and training.

  • Train and mentor assigned staff.

  • Coordinate and lead GIS initiatives with external agencies and jurisdictions.

  • Implement enterprise GIS projects, planning, prioritizing, and providing leadership to team members.

  • Integrate GIS with emergency preparedness and public safety functions, managing and expanding the GIS footprint.

  • Design and implement interactive map-based solutions.

  • Respond to requirements for geospatial products and services.

  • Manage software maintenance, organizational growth of Cityworks and GIS, and support of Cityworks/GIS users.

  • Apply advanced programming, communication, and project management skills to create innovative cross-departmental solutions.

  • Administer AMS Designer for work orders, inspections, and service requests.

  • Provide geospatial support to troubleshoot ArcGIS software issues.

  • Manage and develop consultant projects related to GIS and spatial technology.

  • Implement the GIS Strategic Plan, evaluating and adjusting goals and objectives.

  • Monitor data placement and capacity, maintaining and enhancing database structures and data collection methods.

  • Perform application implementation and maintenance tasks.

  • Provide consultation to user departments for application planning.

  • Create and produce customized maps and reports as requested.

  • Handle service requests and aid users in vendor support.

  • Evaluate and test new software, providing training to users.

  • Adhere to ITIL and ITSM practices.

  • Stay current on technology and training relevant to the position.

  • Foster positive employee relations and morale.

Minimum Qualifications

  • Bachelor's degree in Engineering, Computer Science, Geography, or Cartography, or equivalent.

  • Minimum of five (5) years' experience with geographic information systems.

  • Three (3) years of experience using Cityworks or equivalent EAM.

  • Esri GISP certification.

  • Must possess a valid State of Florida Driver's License with a good driving record.

Skills and Abilities

  • Evaluate equipment, software, products, and cost factors; develop specifications for purchase requisitions.

  • Make technical decisions, handle administrative matters, and coordinate special projects.

  • Develop and implement design specifications for the GIS database to ensure system compatibility.

  • Coordinate with other departments to evaluate existing equipment and software.

  • Extensive knowledge of data processing in GIS environments, plotters, and peripherals related to graphics and imaging use on computers.

  • Extensive knowledge of geography, cartography, GIS software, and relational database software packages.

  • Manage and prioritize demands from various departments, maintaining effective working relationships at all levels.

  • Work in a high-paced, mission-focused environment.

  • Manage routine, specialized, and complex assignments and problems using knowledge from prior education, training, and experience.

  • Communicate effectively in oral and written form.

  • Adapt to an evolving and continually improving environment.

  • Utilize personal computer and office software such as MS Word, MS Excel, and electronic mail.
