Desired Skills and Experience:

a. PMP: Project Management Professional
b. PMI-ACP: Agile Certified Practitioner
c. JIRA

• Familiarity with the Agile framework, SDLC, Hybrid Agile.
• Familiarity with project scheduling and be able to quickly assess schedule impacts associated with Agile delivery.
• Proficient to Expert in Software and/or Communications Projects
• Familiarity with backlog management, particularly within JIRA and the technical delivery roadmap.
• Agile Project Management: Familiarity with Agile ceremonies, managing scope and requirements traceability across multiple projects and workstreams, participate and facilitate large-room engagements as needed
• Proficient to Expert in Risk Management
Project Gating and Artifacting:
• Proficient to Expert Microsoft Office Suite and other Project Management tools: Excel, Word, Project, JIRA, Teams, PowerPoint, Visio
• Familiarity with Scheduling toolset: Primavera P6
• Proficient with Risk Management: Active Risk Manager/ARM (aka “SWORD”, now dba Riskonnect)

Major Workstreams

Program Agile Oversight and Reporting:
1. Partner with delivery teams for each project to oversee their Features, Epics, Stories, and Backlog to ensure alignment with P6 schedule and deliverables.
2. Establish monthly PI Planning (in one form or another, this can be Sprint-based planning but it’s the monthly increment/commitment of work).
3. Establish weekly Team of Teams, to review current commitment status, sprint progress, and impediment status. We have a recurring Core Team meeting each week, the 2nd half of which could be devoted specifically to this oversight.
4. Assure appropriate backlog grooming is ongoing by the teams.
5. Identify and manage Impediments, reviewed at Core Team/Team of Teams and driven to closure.
Program Reporting:
1. Compliance Achievement Tracker: Track and trace each CS200 standard as mapped to individual projects to inform compliance reporting.
a. Develop percentage of controls improvements and/or compliance achieved based on project delivery.
b. Consider the overlaps of the controls amongst the projects to best inform compliance achievement.
Project Gating Readiness:
1. Gating: Research, identify, and prepare all required Gating artifacts for each project’s next Gate.
2. Work with project SMEs to develop estimates needed for each Gate.
3. Utilize project controls template or utilize PGO-D support for use of their estimating template and reporting tool.
4. Develop Scope Baseline for each Project and Scope Management/Scope tracking template (typically installs of assets, licenses, or process project scope completions).


Project Oversight and Execution:
 
1. Support monthly forecasting activities and reporting:
a. Scope Management: Establish scope management tools for each project, and track for updates monthly.
b. Schedule Forecast: JIRA progress updates tied to P6 schedule
c. Schedule Forecast: P6 Milestone achievement and forecasting
d. Cost Forecast: Labor forecasting support, gathering updates and inputs from project SMEs
e. Cost Forecast: Invoicing forecasting updates; review outstanding or planned invoicing.
f. Cost Forecast: Risk Register/SWORD review and updates
g. Reporting: Variance explanations and tracking
h. Reporting: Monthly individual Project level and Program level report out (Financial KPIs, Milestones, Issues, Risks, Dependencies, Impediments)
i. Reporting: Weekly Status Reporting (4-blocker)
Change Management: Support Change Manager for planned activities, stakeholder analysis and updates, communications, project-specific and program-specific Change Management needs and buildout of Communication Collateral.
