Job Title: Purchaser III (Contract Assignment)

Location: Hybrid – Report to ERS Building in Austin, TX (Minimum 3 days/week)
Pay Rate: $49.33/hour
Schedule: Monday – Friday, 40 hours/week (flexible hours possible)
Position Overview:
The Employees Retirement System of Texas (ERS) is seeking a highly skilled Purchaser III to support its Purchasing Team. This temporary assignment is focused on the development of purchase orders and assisting in the implementation of the CAPPS system. The successful candidate will work both independently and collaboratively in a dynamic, deadline-driven environment, ensuring compliance with procurement guidelines, policies, and Texas state laws.
Key Responsibilities:
Develop and manage purchase orders and assist with CAPPS system implementation.
Populate data into the electronic purchasing database and ensure ongoing data maintenance.
Coordinate the preparation, review, and tracking of purchase orders, including issuance of change orders and communication of order status.
Review requisitions for accuracy and compliance with procurement regulations.
Prepare and evaluate bids and quotes; tabulate results to determine the best value offers.
Collaborate with vendors and internal agency divisions to coordinate procurement processes.
Maintain and audit procurement reports, records, and purchasing files.
Monitor and interpret applicable legal and regulatory requirements.
May assist with the preparation of statutorily required procurement reports.
Required Qualifications:
Education:
Bachelor’s degree from an accredited institution in business, public administration, or a related field.
Substitution: One year of relevant work experience may substitute for 30 semester hours of college credit.
Experience:
Minimum of two (2) years of purchasing and procurement experience in either the public or private sector within the past 10 years.
Preferred Qualifications:
Experience with the CAPPS procurement system or similar platforms within the State of Texas.
At least one (1) year of experience interpreting and reviewing contracts.
Familiarity with purchasing through State of Texas contracts.
Current certification as a Certified Texas Contract Manager (CTCM) and/or Certified Texas Contract Developer (CTCD).
Skills and Abilities:
Strong attention to detail and analytical skills.
Excellent written and verbal communication abilities.
Knowledge of procurement laws and best practices in Texas.
Ability to manage multiple priorities and meet tight deadlines.
Proficiency in Microsoft Office Suite and office equipment, including scanning and document filing.
Interested candidates should possess a strong background in public procurement, demonstrate technical proficiency in procurement systems, and have the ability to work with high levels of confidentiality and professionalism.
