This is an entry level position that performs specialized and technical clerical work in the enforcement of the County’s Building Code and Licensing regulations which includes continuous public contact in the processing and examination of applications for permits. Incumbents in this position receive close supervision and training and are expected to obtain sufficient knowledge and proficiency to progress to the secondary level within a reasonable length of time. Duties are performed under the direct supervision of the Permit Technician III.


EXAMPLES OF DUTIES:

Provides information to Building Services customers and the general public regarding the permitting and licensing processes and procedures

Maintains related records for applications for licensure and permitting by initiating, processing, and reviewing forms and reports for completeness and accuracy of information

Notarizes documents utilizing established guidelines and procedures

Calculates and collects permit, licensing, development review, and other miscellaneous related fees

Reconciles daily receipts

Inputs inspection request data

Assists citizens and contractors with concerns, questions, and information requests related to Florida Building Code compliance and other requests for information, in person, via e-mail, and over the phone and directs visitors to appropriate locations

Verifies existing addresses for permitting history through the GIS and Property Appraiser's Website

Reviews contractor applications for current license and insurance coverages

Verifies documentation for Florida Product Approval Codes and Notice of Commencement approvals

Determines the appropriate permits required for a customer’s scope of work

Processes emailed, faxed, and online submitted permit applications and inspection requests

Processes revisions to active permits

Scans documents utilizing established procedures

Sets up and files documents alphabetically, numerically, or by other prescribed methods

Performs related duties as assigned


TYPICAL QUALIFICATIONS 

                                                                                                                                           

Training and Experience:
High School Diploma or equivalent (G.E.D.) and one year experience working in the construction industry or of clerical experience in an office setting which includes experience reading and interpreting construction plans, building codes, County Ordinances, and State Statutes; or, an equivalent combination of education and experience equivalent to these requirements.

Communication and interpersonal relations as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction

Use a computer and related software application (Word, Excel, Adobe)
Interpret and ascertain relevant information from customers
Learn Florida Building Codes
Learn Escambia County and other local agency permit processing regulations and procedures
Represent the department with tact
Interact effectively with others


Physical Requirements:
Positions in this class typically require: reaching, standing, walking, grasping, talking, hearing, seeing, and repetitive motions as well as finger and hand dexterity.
Exerting up to 20 pounds of force occasionally. This job is rated as Sedentary/Light Work.
