The City of Lake Alfred is seeking a visionary, people-focused Fire Chief to lead its Fire Department with integrity, innovation, and strong public engagement. This public safety leadership role requires a forward-thinking individual who embraces 21st-century fire service practices, fosters a culture of excellence, and builds trusted relationships within the department and the growing community.
GENERAL DESCRIPTION: This is a highly responsible administrative position with technical work in planning and directing all activities of the Fire Department. Responsible for the administration and coordination of all fire department activities, through the supervision of subordinate officers, and review of their activities; the establishment of department policies, procedures, and regulations (which include those pertaining to fire fighting and prevention operating standards with the limitation of the laws, regulations and policies from high authorities); Preparation of the annual budget and long term strategic planning for emergency services within the City of Lake Alfred. Accountable to and works under the direction of the City Manager.
MINIMUM QUALIFICATIONS:
-NIMS ICS 300
-CPR/BLS Certified
-State of Florida Certified Firefighter II
-State of Florida Certified Emergency Medical Technician
-State of Florida Certified Fire Officer II
-State of Florida Certified Instructor I
-State of Florida Incident Safety Officer
-Valid Florida Driver’s License
EDUCATION & EXPERIENCE:
-An associate’s degree from a regionally accredited college or university is required. A bachelor’s degree is preferred.
-Ten (10) years’ experience as a certified firefighter II and must possess a state of Florida EMT certification in good standing.
*A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

-Pension: 10-year vesting, 3% multiplier, 5% employee contribution

ESSENTIAL JOB FUNCTIONS:
A. Plans, organizes, assigns, and directs departmental operations with respect to equipment, apparatus and personnel through the supervision of subordinate officers.
B. Approves training plans and programs for the department and maintains departmental firefighting efficiency.
C. Gives general supervision of the enforcement of fire prevention laws and handling and storage of combustible materials and the use of flammable liquids and explosives.
D. Exercises and gives departmental approval to specifications for new equipment and apparatus.
E. Recruits, promotes, and disciplines department personnel within the policies, practices and procedures approved by the City.
F. Directs the preparation and analysis of fire records and reports to secure efficient operation, to meet service demands and to comply with authorized requests for information regarding department activities and personnel.
G. Assists in inspections and investigations as needed.
H. Responds to alarms and takes command at incidents as needed.
J. Addresses civic clubs and other groups regarding the activities and programs of the fire department to explain and promote public understanding of its work and to promote good fire prevention.
K. The Chief Administrative and Command Officer of the Fire Department has the final departmental authority in all matters of policy, operations, and discipline.
L. Control of the assignments, hours of duty and transfer of all members of the department.
M. Prescribe such duties and policies for individual members as deemed necessary for the efficient and effective command and operations of the department provided no such assignments or policies shall conflict with any statute or ordinance or with any of the rules approved by the City Manager.
N. Submit reports and comply with such procedures as may be prescribed by the City Manager.
O. Supervise the preparation and presentation of the annual budget request for the Fire Department in the form and manner prescribed by the City Manager and Finance Director. The Chief shall be required to certify the correctness of all bills incurred by the department.
O. Responsible for the care, maintenance, safeguarding and accurate recording of all City property, equipment and supplies under the control of, or used by, the Fire Department.
P. Maintain accurate records of the activity of the department and shall provide a system of periodic summary and analysis to ensure the most efficient and effective deployment and use of the Department’s resources. The Chief shall submit or cause to be submitted to the various agencies such reports, and summaries as required by statute or ordinance and shall participate in voluntary reporting programs designed to improve fire protection and public safety.
Q. Maintain suitable relationships with other city departments and with other governmental agencies and private organizations concerned with fire prevention and public safety.
R. Cooperate and exchange information with other City departments in matters relating to their various functions.
S. Maintain an active alliance with professional fire authorities and participate in programs for cooperation and improvement of proficiency in dealing with Fire Service problems.
T. Prepare and keep current plans and procedures for fire operations in disasters, civil disturbances, and unusual events.
U. Participate in programs of mutual aid and cooperation for emergency services with Federal, State and Local Government agencies.
V. Represent or assign a supervisory officer to represent the Department in committees, and associations of improvement for fire protection and public safety.
W. Maintain adequate personnel records of employment, assignment, promotions, attendance, performance, and training for all members of the department
X. Keep adequately informed of the activities of the department and be assured that the duties of subordinates are properly discharged.
Y. Responsible for the training of all members of the department
Z. Prepare the department members in the knowledge, procedures and techniques related to their duties and responsibilities.
KNOWLEDGE, SKILLS & ABILITIES:
Knowledge of the principles of 21st-century fire service best practices.
Knowledge of the principles, practices, procedures, equipment, and apparatus used in 21st-century firefighting and in the protection of life and property from fire.
Knowledge of the policies and rules of the City and the department.
Ability to express ideas clearly and concisely, orally and in writing, to groups and individuals.
Ability to establish and maintain effective working relationships with civic and official groups and the public, as well as to command and hold the respect and discipline of subordinates.
