POSITION SUMMARY:

Under general supervision, the Operator I assists in operating the sewer CCTV and grout truck equipment, including the setup and operation of CCTV cameras, line joint packers, and winches. The role involves using various computer and mechanical equipment, performing maintenance and repairs, mixing chemicals, and conducting chemical rehabilitation of manhole structures and sewer pipes. The Operator I also directs other assistants in their duties and exercises independent judgment to ensure timely, efficient, and effective service delivery. Work performance is reviewed through reports, discussions, and results, under the supervision of the Equipment Operator III CCTV truck operator.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Assist in operating various equipment and tools used in department activities, including jet-vac, CCTV and grout trucks, blowers, line stringers, smoke testers, cameras, packers, hoses, winches, pumps, compressors, gas detectors, soldering irons, and mechanic tools. Set up cameras, packers, winches, plugs, and related equipment.

  • Support the Operator III with maintenance, servicing, and repairs of CCTV trucks and associated equipment. Perform general cleaning, fluid checks, greasing, soldering, part replacement, and upkeep of tools and work areas to ensure operational efficiency and safety. Clean hoses, cameras, lights, and equipment daily; conduct thorough weekly inspections.

  • Assist in chemically rehabilitating manholes by applying grouting and liners, using coatings like CPP and UROFLEX to extend manhole lifespan and reduce inflow and infiltration.

  • Conduct smoke testing of the collection system using mechanical blowers to detect leaks and customer issues; identify openings and document findings with photos.

  • Notify customers prior to smoke testing, communicate directly with residents, leave informational door hangers, explain the process, and address any concerns.

  • Aid in surveying lateral lines by positioning cameras inside pipes to locate problems, recording video footage, and inspecting for cracks, leaks, and infiltration issues.

  • Lift and inspect manhole covers, assess structural integrity, and seal manholes with chemical grout to provide a permanent waterproof seal.

  • Enter confined spaces safely, monitor gas and oxygen levels, and use respirators as needed.

  • Follow safety protocols, use safety equipment, and monitor the work environment to protect employees and the public.

  • Manage inventory of tools, equipment, and supplies; request replacements or new materials as necessary.

  • Transport, load, and unload equipment and materials; assist in transporting personnel to job sites.

  • Prepare and process forms, logs, work orders, reports, and take field photos for documentation.

  • Sets up traffic control and safety markers; directs traffic when necessary.

  • Employees are cross-trained in water, wastewater, and reclaimed water operations for equivalent roles and may be reassigned to different positions permanently or temporarily without prior notice.

  • Performs other duties as assigned.

  • Able to measure, mix and handle chemicals according to the manufacturer specifications.

  • Supports teamwork and collaborates effectively with others.

  • Flexible to work in different departments or locations as needed.

  • Available for after-hours call duty to respond to utility-related emergencies.

  • Qualified and willing to work in confined and underground spaces.

 

EDUCATION AND EXPERIENCE:

  • High school diploma or possession of an equivalent diploma.

  • A combination of education, training, and experience may be substituted at the City Manager’s discretion.

 

CERTIFICATES AND LICENSES:

  • Must possess and maintain a valid Florida driver's license and must be insurable by the City’s current insurance provider.

  • National Incident Management System (NIMS) training will be required according to the job duties and responsibilities within one (1) year of employment.

  • Must obtain CDL Class “B” with tanker and air brake endorsement within 1 year of regular status employment and continue to be insurable by the City’s insurance provider. This position is subject to FMCSA Drug and Alcohol Clearinghouse requirements and DOT-regulated drug and alcohol testing (pre-employment, random, post-accident, and reasonable suspicion). A valid CDL and compliance with all FMCSA regulations is required.

  • Must obtain NASSCO Certification within 1 year of regular status employment.

  • Must obtain Intermediate Maintenance of Traffic Certification within 1 year of employment.

  • Must obtain Confined Space Entry Certification within 1 year of employment.

 

FEDERAL MOTOR CARRIER ADMINISTATION & TESTING COMPLIANCE:

  • This position is subject to FMCSA Drug and Alcohol Clearinghouse requirements and DOT-regulated drug and alcohol testing (pre-employment, random, post-accident, and reasonable suspicion). A valid CDL and compliance with all FMCSA regulations is required.
