POSITION SUMMARY:

Under general supervision, incumbent must exercise reasonable initiates and independent judgement in ensuring that timely, efficient, and effective services are provided to departments, selecting work methods, and performing assigned tasks. Work is reviewed through oral and written reports, discussion, and results obtained. Skilled technical and practical emergency medical supervisor for direction of EMS service. It involves participating in evaluating and determining equipment needs, educational requirements, protocol development, and the implementation of special projects as designated by the Fire Chief and the Medical Director. It also involves serving as the Infection Control Officer. Work is performed under the general supervision of the Fire Chief.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

  • Performs continuing education as required by State of Florida EMS Bureau and in-service training, monitors training progress, and maintains training records as required by the State of Florida.

 

  • Participates in the implementation, evaluation, and review of the National Emergency Medical Services Information System (NEMSIS) through the Florida EMSTARS and reports to the Medical Director, the Fire Chief, and to the paramedic personnel regarding the success of the reviews.

 

  • Review patient reports for quality application of medical protocol and the efficiency of assigned personnel, and implementation of improvement measures. Works with the Medical Director to update/amend protocols as needed.

 

  • Attends various meetings pertaining to the medical service (i.e., Trauma Audit Committee meetings) and will serve as a liaison between other EMS providers and local medical facilities to review the work of personnel regarding the transportation and care of patients, as well as hospital procedures and protocols.

 

  • Files State EMS reports and other required EMS documentation.

 

  • May respond to emergency scenes and other major incidents, including trauma alerts, to provide emergency medical care and/or supervision in accordance with policy and medical protocols. May work as part of the support staff for fire rescue operations of the Incident Management Team during major incidents

 

  • Participates with the medical Director in the evaluation and management of new or provisional Paramedic's stand-alone status.

 

  • Monitor, distribute, and order all medical supplies including medications in accordance with medical protocols. Evaluate and recommend medical equipment; provide minor equipment repair and maintenance as needed.

 

  • Acts as the department’s Infection Control Officer.

 

  • Creates, updates, and oversees the department’s Controlled Substances Policy in accordance with both state and federal mandates; maintains the cache of controlled substances and insures that all forms are filed and maintained properly.

 

  • Insures that all medically licensed units are prepared for state inspection and acts as department liaison working with state inspection personnel at the time an inspection occurs; also works to insure that all files are updated and prepared for inspection processes.

 

  • Procures all medical supplies and maintains the EMS budget for the department.

 

  • Coordinates and conducts EMS training activities and maintains records of the same for recertification and inspection purposes.

 

  • Assist in the maintenance of all EMS equipment to insure a constant state of readiness for use.

 

  • Charged with scheduling medical personnel for special event functions.

 

  • Investigates citizens’ EMS complaints

 

  • Assist the Fire chief in seeking grant funding for various EMS-related projects.

 

  • May be required to perform other duties as necessary.

 

  • Performs other job duties as assigned.

 

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Knowledge of and ability to perform skills in the operation of emergency medical services

  • Knowledge of and ability to perform emergency medical treatment principles and methods and skill in their application

  • Knowledge of all State standards and laws applicable to the EMS service.

  • Knowledge of principles and practices of medical treatment and transport billing - Ability to provide education to employees and the general public

  • Ability to prepare comprehensive reports

  • Ability to evaluate effectiveness of current programs and implement improvements when necessary

  • Ability to communicate clearly and effectively, both orally and in writing, and to assign, supervise, evaluate and direct personnel.

EDUCATION AND EXPERIENCE:

 

  • AA/AS Degree in EMS or equivalent from an accredited college or university. Bachelor’s Degree preferred.

  • EMT-P for a minimum of 6 years

  • Fire Officer 1, preferred.

  • Background in EMS education, preferred.

  • Administrative experience preferred

  • A combination of education, training, and experience maybe substituted at the City Manager’s discretion.

CERTIFICATES AND LICENSES:

 

  • Must possess and maintain a valid Florida driver's license and must be insurable by the City’s current insurance provider.

  • Florida Firefighter Minimum Standards

  • Florida Paramedic Certification

  • Florida Basic Instructor I

  • ACLS instructor

  • National Incident Management System (NIMS) training will be required according to the job duties and responsibilities within one (1) year of employment.
