Position Summary:

Advanced clerical, secretarial and staff assistant work which includes complex work methods and requires well-developed skills in the operation of a PC using Word, spreadsheets and Microsoft Office. Researches legal description of properties related to code violations, performs a variety of secretarial and clerical functions for one or more staff/management personnel following established procedures and practices; and performs related duties as assigned.

Essential Duties and Responsibilities: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

 

  1. Performs duties of a staff assistant nature and participates directly in the work of the individual(s) supported. Secures details of specialized information, coordinating office work and providing information regarding the services and operation of the unit. Functions as office receptionist.

 

  1. Prepares reports and statistical data independently. Maintains a broad working knowledge of rules, regulations and procedures of the department.

 

  1. Takes notes and minutes of conferences, meetings and functions as required.

 

  1. Prepares forms and composes letters. Sets up and maintains specialized office files. Files letters, reports and related technical information in the prescribed manner. Assembles information for others use. Opens prioritizes and processes mail.

 

  1. Types, using PC-based word processing software and processes letters, forms, reports, schedules, manuals, booklets, requisitions, purchase orders and related paperwork. Types information or enters data into computer containing technical terminology. Retrieves data for reports.

 

  1. Performs research and retrieval of records. Conducts statistical comparisons of information. Assists in the preparation and maintenance of department records. Maintains office supplies.

 

  1. Researches legal ownership and legal description of properties.

 

  1. Prepares forms for ownership search and filing.

 

  1. Answers, screens, directs or refers incoming calls, mail and visitors.

 

  1. Researches unclaimed or undeliverable mail using records from the tax collector, property appraiser, index, abstract, probate or other sources.

 

  1. Researches liens, mortgages and deeds for problem properties.

 

  1. Verifies property ownership for routine violations.

Knowledge, Skills, and Abilities:

  • Bilingual (Spanish) preferred.

  • Knowledge of business English, spelling and punctuation, in order to prepare documents and compose letters, etc.

  • Knowledge of office practices and procedures.

  • Knowledge of mathematics.

  • Demonstrated ability to gain knowledge of the unit’s policies, procedures and practices.

  • Ability to access, input and retrieve information from a computer.

  • Ability to establish and maintain effective working relationships with employees and the public.

  • Knowledge of the City’s governmental organization, policies and procedures.

  • Knowledge of real estate terminology, legal procedures and property descriptions.

  • Knowledge of a variety of computer software, including word processing and spreadsheet applications.

  • Knowledge of basic accounting or business practices and methods.

  • Skill in typing and word-processing.

  • Skill in operating a variety of office equipment, including personal computers, telephones, calculators, computer terminals, and typewriters.

  • Skill in preparing and maintaining accurate records, reports, and files.

  • Skill in researching a variety of public records using local, state and federal resources.

  • Skill in handling and prioritizing multiple projects.

  • Skill in coordinating calendars, appointments, room assignments, etc.

  • Skill in understanding and following oral and written directions.

 

Education and Experience:

  • High school graduation or possession of an acceptable equivalency diploma.

  • Three (3) years of working experience involving secretarial/clerical duties including the operation of a personal computer, keyboard or similar data entry equipment.

  • Demonstrated oral and writing skills.

  • A minimum of one (1) year in the field of Code Enforcement.

  • Real estate and/or construction experience preferred.

 

Certificates and Licenses:

  • Possession of a valid Florida Driver License and be insurable through the City’s auto insurance carrier.

  • Must possess or acquire within twelve months of the date of employment, certification as a Code Inspector by the Florida Association of Code Enforcement (FACE).
