Position Summary:

Under the general supervision of the Equipment Operator III grout van Operator the Operator I position is responsible for assisting the operation of sewer grout van and/or TV inspection equipment, setup and operation of TV camera, line joint packer, and winch. Responsibilities include the mixing of chemicals, operation of various computer and mechanical equipment, rebuilding and repairs of equipment associated with grout van, chemical rehabilitation of manholes and directing of assistants in their duties.

 

Essential Duties and Responsibilities: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

  • Assist in the operations a variety of equipment, machinery, and tools used in department activities, which may include jet-vac, TV van, grout van, 6” port blower, line stringer, smoke tester, TV camera, packer, hoses, joint sealing equipment, winches, pumps, air compressor, gas detector, soldering iron, and mechanic tools. Sets up camera, packer, winches, plugs, and associated items.

  • Assist Operator III in the Maintenance, services, and repairs TV van, and equipment. Performs general cleaning and maintenance tasks necessary to keep vehicles, equipment, and tools in operable condition, which may include inspecting equipment, checking fluid levels, replacing fluids, greasing equipment, soldering, replacing parts, and cleaning equipment and work areas. Monitors equipment operations to maintain efficiency and safety. Cleans hoses, camera, lights, and equipment used, daily. Cleans and checks all equipment weekly.

  • Assist Operator III in chemically rehabilitates manholes in Collection System through grouting and manhole liners. Coats manhole with CPP and UROFLEX to lengthen the lifespan of the manhole and to reduce inflow and infiltration.

  • Smoke tests collection system to determine inflow, infiltration, and customer issues. Uses a mechanical blower to force smoke into pipelines from manholes, looks for openings and takes pictures of the external environment.

  • Notifies customers prior to smoke testing; speaks with customers door to door and leaves door hangers when the customer is not available. Explain smoke testing to the customer. Listens and responds to customers’ concerns.

  • Assist Operator III to survey all laterals. Positions camera in pipes to locate problems. Records video pictures and retrieves camera from pipes. Inspects, tests joints, cracks and various inflow and infiltration conflicts.

  • Lifts manhole covers. Inspects the integrity of the manholes. Seals manholes with chemical grout. Chemical grout penetrates any crack that will allow water movement and fills it with a permanent waterproof seal.

  • Enters confined spaces. Checks gas and oxygen levels in manholes. Use respirators, if necessary.

  • Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals.

  • Checks inventory of equipment, tools, or supplies on truck. Initiates requests for new or replacement materials.

  • Transport, loads and unloads various equipment and materials used in projects. Transports assistants to work site.

  • Prepares and/or receives various forms, logs, work orders, reports, and other documents. Takes pictures in the field, needed for reports.

  • Places traffic control and safety markers. Flags traffic, when necessary.

  • All employees will be cross-trained in water, wastewater, and/or reclaimed water for equivalent positions. The employee may be directed to change positions at any time of employment without notice on a permanent or temporary basis.

  • Must provide support to other employees in a team atmosphere.

  • Must be willing to work in different areas of the department or City, as required.

  • Must qualify for after-hour call duty and be prepared to respond if needed to handle utility-related issues.

  • Must be able to work in confined spaces and underground.

 

Education and Experience:

  • High School Diploma or possession of an equivalent diploma.

 

Certificates and Licenses:

  • Must obtain NASSCO Certification within 1 year of regular status employment.

  • Must obtain Intermediate Maintenance of Traffic Certification within 1 year of employment.

  • Must obtain Confined Space Entry Certification within 1 year of employment.

  • Must obtain Class C Wastewater Collections certification and Class B Wastewater Collections certification from F.W. & P.C.O.A. within 1 year of regular status employment.

  • FEMA IS-100, IS-200, IS-700 is required within 6 months of original employment.

  • Must have a valid Florida Driver’s License and be insurable by the City’s current insurance provider.

  • Must obtain CDL Class “B” with tanker and air brake endorsement within 1 year of regular status employment and continue to be insurable by the City’s insurance provider.

On Call Requirements:

  • Must qualify and be available for “On-Call” assignment within two (2) years of regular status employment.
