Position Summary:

Reporting directly to the Fire Chief, this position is to lead, manage, and oversee Fire Rescue Department daily operations directly or through subordinate officers. As part of a dynamic and forward-thinking team, the Deputy Chief of Operations is expected to exercise considerable independent judgment, critical thinking, and discretion in the performance of job duties.

 

Essential Duties and Responsibilities: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

  • Lead, mentor, and inspire professional behaviors and performance among Fire Rescue Department members.

  • Plans, directs, assigns, supervises, and reviews Fire Rescue Department Operations Division.

  • Maintain professional standards related to the Fire Rescue Department and all personnel and vehicles. This includes reviewing applicable standards, protocols, regulations, requirements, etc., to ensure compliance and workplace development.

  • Advise Fire Chief on policy decisions.

  • Communicate and coordinate facilities and fleet needs with City’s General Services Department.

  • Communicate and coordinate with Emergency Communications Center through the Police Department.

  • Assist with the development and implementation of Department’s Strategic Plan.

  • Establishes goals, objectives, and priorities related to emergency operations in the City.

  • Participate in Emergency Management functions and operations in the City, as required

  • Respond to emergency incidents and assume a role in the Incident Command System (ICS) as needed or required.

  • Assist in the development and oversight of the Department’s budget.

  • Develop and produce relevant reports as needed or requested.

  • Continually evaluate best practices to refine, revise, enhance, improve, and assist with updating training programs and related content.

  • Create training content and provide instruction, based on qualifications.

  • Align the Department to achieve and maintain accreditations for fire and EMS.

  • Assist other Department divisions with project implementation as needed.

  • Maintain memberships in professional associations and attend conferences which support department training activities.

  • Performs various other duties as assigned.

Knowledge, Skills, and Abilities:

  • Ability to communicate effectively, orally and in writing.

  • Knowledge of standards and laws applicable to firefighting and EMS.

  • Knowledge of the principles of personnel management including recruiting, retention, training, and discipline.

  • Knowledge of the National Incident Management System.

  • Knowledge of geography, streets, water systems, and target hazards in the City.

  • Must demonstrate skills in scheduling, organizing, prioritizing, supervising, and evaluating personnel.

  • Have proficient knowledge of computer skills, record keeping, and Microsoft Office-based computer programs.

  • Ability to retrieve data from software systems, analyze data and prepare written, graphic, and multi-media reports and presentations.

  • Ability to chart and analyze multiple data points to improve processes and implement measurable objectives.

  • Ability to analyze situations quickly and accurately, and to determine the proper course of action in both the business environment and on emergency scenes.

  • Ability to establish and maintain effective working relationships with other officers, subordinates, allied agencies, civic groups, and the public.

  • Ability to advise and provide interpretation regarding the application of policies, procedures, and standards to specific situations.

  • Ability to operate equipment, such as fire and EMS apparatus.

  • Ability to wear self-contained breathing apparatus.

  • Must be able to operate safely and effectively inside an immediately dangerous to life and health (IDLH) environment.

  • Ability and willingness to learn new methods and techniques.

 

Education and Experience:

  • Graduation from an accredited college or university with a Bachelor’s Degree in Fire Administration, Fire Science, Public Safety, or other related field. Master’s degree, preferred.

  • The position requires a minimum of ten years of progressively responsible supervisory experience, with at least 3 years at the command/chief officer rank or higher. Master’s Degree is preferred.

  • An equivalent combination of education, training, and experience may be substituted at the City Manager’s discretion.

 

Certificates and Licenses:

  • Must possess and maintain a valid Florida Class E Driver’s License and be insurable by the City’s current insurance provider.

  • Must possess and maintain Florida Firefighter Minimum Standard Certification, Florida Paramedic Certification, Florida Fire Service Instructor II (Instructor 3 Preferred), Florida Fire Officer II Certification (Fire Officer III or IV Preferred), and Florida Incident Safety Officer.

  • Preferred applicant will possess one or more of the following designations: Executive Fire Officer (EFO), Chief Fire Officer (CFO), Chief EMS Officer (CEMSO), Chief Training Officer (CTO), etc. Advanced training credentials in hazardous materials, technical rescue, and other special operations instructor also preferred.

 

Supervisory Responsibilities:

  • Direct oversight and supervision of Division and Battalion Chiefs in the Operations Branch; oversight and supervision of shift personnel directly or indirectly through subordinate officers.

 

Residency Requirement:

  • Must live in Hillsborough County or any other place located within twenty (20) miles of the City of Plant City’s City Hall, unless otherwise approved by the City Manager.
