Position Summary:

This position is responsible for the installation of water meters, water main lines, water service laterals, and fire hydrants. Responsible for repairing water leaks, back-flow replacement, hydrant replacement and repairs, and all related tasks. This position is responsible for operating equipment including backhoe, loader, track-hoe, dump truck, ditch witch, tapping machine, boring machine, road saws, chop saws and many pieces of related equipment. This position is also responsible for supervising assistants, reading blueprints and geological mapping, and suggesting functional changes.

 

Essential Duties and Responsibilities: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

  • Acts as the working leader of a small crew.

  • Trains new employees in areas of work including Water Distribution maintenance methods, procedures, and techniques.

  • Installs, maintains, and repairs water mains, water service connections, fire hydrants and valves.

  • Raises, lowers, or relocates water mains and meters to allow clearance for other utilities or improvements.

  • Sets meter boxes and water meters and records meter numbers for a generated work order. Records time and materials used for warehouse inventory.

  • Measures, cuts, and connects sections of pipe, using tapping machine, pipe cutter, threader, reamer, wrenches, assorted tools, glue, and couplers.

  • Makes excavations in concrete, pavement and dirt to trouble-shoot and repair water mains, water lines, valves, and meters, using a backhoe, shovel, pick, jackhammer and concrete saws.

  • Excavates under very dangerous conditions to make emergency repairs, such as digging up a main line under water, around power lines, gas lines, telephone lines, fiber optic, sewer lines and/or storm water.

  • Compacts soil in roads to meet densities.

  • Maintains road cuts until completed by road crew.

  • Conducts post-construction finishing work to grade out the surface, applies topsoil, grass seed and/or sod grass.

  • Obtains and sets up equipment, tools and materials needed for work. Determines best way to set up job site, may use the M. O. T. series 600. Sets up barricades and other warning devices to channel traffic around construction areas or other hazards.

  • Operates power driven machinery such as air compressors, sled packers, jumping jack packers and high-pressure pump or other similarly sized equipment.

  • Drives trucks and operates heavy and/or specialized equipment, such as small excavator, large excavator, backhoe, front end loaders, dump trucks, line locating equipment, leak locating equipment, valve locating equipment, and a directional boring machine requiring extensive training to operate.

  • Maintains a daily register of parts on trucks for water repairs. Maintains equipment and tools by greasing and cleaning them. Evaluates inventory on truck, restocks parts as needed. Services truck on a weekly basis by checking fluid and oil levels.

  • Responds to complaints and answers questions from the public; warns the public of hazards and alerts the public before commencing work, which may inconvenience them. Notifies customers of necessity for interruptions of water service.

  • Makes customer service calls to investigate and correct water quality, leaks, or pressure problems. Communicates with customers concerning pressure problems or water service complaints.

  • Works under all weather conditions to make repair and restore services to customers.

  • Reads diagrams, maps, blueprints, and work orders.

  • Makes written and oral reports of work completed and in progress and work needing to be done by others.

  • Conducts preventive maintenance on valves.

  • Replaces smaller valves on water system under pressure to prevent or minimize mainline shutdowns.

  • Locates valves and shuts down water main in an emergency.

  • Opens and closes main valves manually for water main extensions or repairs.

  • Performs and directs crews of temporary and regular employees in the installation, repair and replacement of wastewater collection systems, main lines, service lines and manholes.

  • Plans, schedules, and directs the work of assigned crews, and ensures that crews perform assigned work safely.

  • Keeps detailed records of all daily activities. Prepares and submits weekly reports of material and equipment used.

  • All employees will be cross-trained in water, wastewater, and/or reclaimed water for equivalent positions. The employee may be directed to change positions at any time of employment without notice on a permanent or temporary basis.

Education and Experience:

  • Possession of a High School Diploma or possession of an acceptable equivalent diploma.

  • Minimum of two (2) years of experience in the operation of heavy equipment, backhoe preferred.

 

Certificates and Licenses:

  • Valid Florida Driver’s license and be insurable by the City’s current insurance provider.

  • Must obtain a valid Class B FL CDL with tanker and air brake endorsement within 2 years of regular status employment date.

  • Must obtain Work Zone Safety, Traffic Control Certification within one (1) year of regular status employment.

  • Must possess a Level III Distribution System Operator License within two years of regular status employment.

  • Obtain FEMA IS-100, IS-200, IS-700 Certifications within six (6) months of regular status employment.

Supervisory Responsibilities:

  • Responsible for supervising up to six (6) crew members.
