The Utility Backhoe / Excavator Operator is a skilled tradesperson responsible for the safe and efficient operation of a backhoe and other heavy equipment. This role primarily involves excavation, trenching, and backfilling for the installation, repair, and maintenance of underground utility systems, including water lines, sewer systems, storm drains, and potentially other infrastructure like gas or electrical conduits. The operator must interpret utility markings, blueprints, and contribute to a safe work environment while working effectively with ground crews.

Essential Job Duties and Responsibilities: 

  • Operate a backhoe for digging, excavating, trenching, and backfilling utility lines (e.g., water, sewer, storm, gas, electric).
  • Read and interpret utility locate markings, blueprints, and construction plans to ensure accurate and damage-free excavation.
  • Perform pre-operation and post-operation equipment inspections, checking fluids, tires, lights, and reporting any defects.
  • Ensure safe equipment operation by strictly following company safety policies, OSHA regulations, and traffic control procedures.
  • Manage and control spoil piles, ensuring proper placement, handling, and disposal or backfilling.
  • Assist ground crews with manual tasks, such as trench shoring, pipe laying, fitting connections, and site cleanup.
  • Operate other heavy equipment such as skid steers, excavators, trenchers, and dump trucks as needed.
  • Conduct routine maintenance and cleaning of assigned equipment for optimal performance.
  • Communicate effectively with supervisors, crew members, and the public regarding project status and safety.
  • Maintain accurate daily logs and records of work, equipment usage, and materials.
  • Respond to emergency calls for utility breaks or repairs, which may occur outside regular working hours.
  • Adhere to all environmental regulations related to excavation and material handling.
  • Participate actively in safety meetings and training programs.
  • Perform other assigned duties to support utility operations.

Job Requirements

  • Minimum of three (3) years of proven experience operating a backhoe in utility construction, public works, or heavy civil construction.
  • Successful completion of a criminal history background check, education and work history verification, and drug screening test.
  • Valid Texas Class “C” driver’s license at the time of placement, insurable by the company’s liability and fleet insurance carrier.
  • OSHA 10-Hour Construction Safety certification is required within 6 months of employment.
  • Competent Person for Excavation certification is highly preferred or required within 12 months of employment.

Knowledge, Skills, and Abilities

  • Demonstrated ability to read and understand utility locate marks and basic construction diagrams.
  • Heavy Equipment Operator certification from a recognized institution or union apprenticeship program is a plus.
  • Proficiency in controlling the backhoe's functions (front loader and rear hoe) for tasks like digging, lifting, and grading. 
  • Basic knowledge of backhoe maintenance and repair, including identifying potential issues and performing minor servicing. 
  • Ability to interpret construction plans and blueprints to understand project specifications and ensure accurate excavation. 
  • Knowledge of different excavation and grading techniques, as well as proper handling of materials. 
  • Ability to troubleshoot mechanical issues and adapt to unexpected challenges on the job site. 
  • Thorough understanding of safety procedures and protocols for operating heavy equipment and working on construction sites. 
  • Ability to communicate clearly and effectively.
  • Ability to perform all the physical requirements of the position, with
     or without accommodations.

Working Environment

  • Works primarily outside with frequent exposure to temperature extremes, dust, dirt, grease, and noise. 
  • Regularly exposed to loud and/or constant noise from the machinery and equipment.
  • Regularly exposed to whole-body vibration when using certain tools, like jackhammers. 
  • May encounter dust, fumes from exhaust, and other contaminants in the work environment.
  • Work around moving objects, vehicles, and machinery with moving parts, which can pose a safety risk.
  • Backhoe operators are required to wear PPE, including hard hats, safety goggles, safety vests, and earplugs, to mitigate some of these risks. 

Physical and Mental Requirements

  • May need to lift, push, pull, and carry objects up to 50 pounds, and perform repetitive movements while handling objects.
  • The job requires the ability to stand, walk, kneel, bend, and twist the body, as well as stand for long periods, according to Surface Cycle.
  • Good hand-eye coordination is essential for operating the machinery and completing tasks accurately. 
  • Occasionally, may need to work in tight or confined spaces.
