Summary
Performs professional procurement of supplies, services, materials and equipment ranging from routine to complex.
Essential Duties + Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. These essential functions require a consistent presence in the work environment on a regular basis and regular attendance must be maintained.

Receives and processes purchase requisitions from all organizations and determines whether the purchase is from current contracts or whether vendors need to be solicited.

Attends vendor Fairs/Expos.

Obtains price quotes from vendors and orders commodities requested by the organizational unit.

Prepares solicitation documents (RFP, IFB, etc.) and processes the procurement from advertising through contract award.

Prepares bid tabulations and/or scoring matrix from responses submitted.

Evaluate bids and make recommendations for awards.

Prepares a variety of logs, records and reports and maintains the filing system including correspondence, requisitions, purchase orders.

Confers with vendors, their representatives, Opportunity Home San Antonio staff, and maintenance personnel in person, by mail, by email or by telephone regarding service requests, purchases, price quotes and disputes.

Assists in administration of P-Card program (includes training, reporting and record keeping).

Train internal Opportunity Home San Antonio staff on procurement policies and the processes related to the JDE Procurement Module.

Assist with the disposal of surplus, excess or salvage property.

Perform due diligence on new vendors and contract awardees.

Provide documentation and information used for the Board of Commissioner’s approval memos.

Provide guidance to department staff related to help logs submitted to procurement.

Maintenance of the purchase order system to include adjustments and cancellations.

Other duties as assigned.

Education
Required

One (1) or more years from an accredited college or university in business administration, political science/public administration, accounting, finance or a related field required.

An additional four (4) years of related experience may be considered in lieu of educational requirements.

Experience
Required
-
Two (2) years experience in accounting, finance, business and/or contract law, procurement or related field. Experience in public purchasing is desired.

Must have the ability to learn and use cloud applications such as Google GSuite applications to include but not limited to: Google Chrome Browser, Gmail, Drive, Calendar, Docs, Sheets and Slides. Understanding document sharing and collaboration in the cloud. Experience and proficiency with Microsoft Office 365, cloud accessible applications to include but not limited to: One drive, Outlook, Word, Excel and Powerpoint or MAC or PC desktop equivalent is acceptable.

Successful completion of a criminal history background check, education, and work history verification, and drug screening test.
Preferred Education and Experience

Experience in public purchasing is desired.

Ability to learn cloud technologies such as LucidChart for diagram, workflow and chart drawing. Experience with Vizio or equivalent is acceptable. Basic understanding of Virtual Private Network (VPN) access to connect to internal business systems.
License + Certificates
Required

Texas Class “C” driver’s license at the time of placement and insurable by the organization’s fleet and liability insurance carrier.

Must have the ability to earn certifications as required by assigned tasks from an acceptable governmental procurement organization within 18 months of employment (e.g., State of Texas, NIGP, etc.)
Technical Skills
To perform this job successfully, the employee should have:

Knowledge of federal, state and local laws and attorney general opinions governing public purchasing.

Knowledge of the Code of Federal Regulations 2 CFR 200.

Knowledge of Procurement Handbook for Public Housing Agencies, HUD Handbook 7460.8, latest revision.

Knowledge of supply chain and the effect of market conditions.

Knowledge of procurement methods.

Knowledge of basic mathematics.

Skill and proficiency in Microsoft Excel, Word and Outlook or Google’s equivalent applications.

Skill in research through the internet.

Skill in computers and other general office equipment.

Ability to read, interpret and analyze written submissions.

Ability to effectively communicate verbally and in writing with a diverse public.
