Job Summary
We are looking for a highly capable contract specialist to provide our project team with contracting support. As a Contract Specialist, you will be required to report to the Purchasing Director and manage contract administration for all assigned projects. To be successful as a contract specialist, the candidate should understand applicable purchasing laws, policies, and best practices for construction and facilities services and have excellent communication skills to ensure effective collaboration and client services.
Essential Job Functions
- Performs both pre award and post award functions relating to the planning, development, advertisement, award, and administration of contracts for the procurement of supplies services, Architect Engineering and/or Construction.
- Provides assistance to technical specialists in the preparation/development of contractually acceptable specifications, work statements, and quality assurance criteria.
- Analyzes and evaluates cost and pricing data to determine cost or price reasonableness. Resolves pricing discrepancies.
- Counsels small and disadvantaged business firms on opportunities and procedures for obtaining contracts.
- Develops and recommends the most suitable type of contract and incentive structure for use by the Purchasing and Facilities Departments.
- Places cooperative purchases against State Contracts and Cooperative and intergovernmental agencies; advises user departments of available contracts.
- Conducts vendor interviews to include negotiations and conflict resolution; serves as liaison between user departments and vendors.
- Ensures compliance with competitive bidding laws, state purchasing laws, purchasing policy and procedure; consults with departments on commodity and service requirements. Advises and assists user departments in development and preparation of specifications.
- Performs other duties as assigned.
Minimum Education and Experience
- An associate's degree from an accredited educational institution.
- At least two years of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience should demonstrate the essential job functions listed above.
- Preferred Education and Experience
- A bachelor's degree from an accredited educational institution.
- At least four years of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience should demonstrate the essential job functions listed above.
- Knowledge, Skills, and Abilities
- Knowledge of Alamo Colleges District’s purchasing policies and Texas competitive bidding laws; general office practices; business English; correspondence forms; proofreading; telephone etiquette.
- Knowledge of Microsoft Office applications to include proficiency in Excel.
- Skill in keyboarding; in automated financial and purchase order systems, in proofreading; and in organizing.
- Skill in communication (verbal and written), in interpersonal relations, and in customer service.
- Ability to maintain confidentiality and prioritize work. Ability to concentrate on detailed projects with numerous interruptions; to deal tactfully with people at all levels; to take accurate messages and keep accurate/detailed records.
Physical Requirements
Work is usually performed in an office environment with no exposure to hazardous conditions. Physical demands are usually limited to sitting or standing in one location much of the time. Some stooping, lifting or carrying lightweight objects (under 20 lbs.) may be required.
