PERSONAL PROPERTY APPRAISER

General Statement of Duties

Performs intermediate skilled technical work in performing appraisals of personal property in accordance with the North Carolina Machinery Act.

Duties and Responsibilities

Essential Duties and Tasks

  • Receives listings, discovers personal properties and creates a scroll of properties in the county.
  • Applies the standards outlined in North Carolina law to determine the taxability in Carteret County of items that are mobile in nature.
  • Applies professional standards of appraisal to determine the market value of all personal property.
  • Reviews the listings submitted to the Carteret County Tax Office both electronically and in paper to ensure compliance with state formatting rules; notifies taxpayers of listing forms that need to be brought into compliance; establishes timeliness of submission for the purpose of applying a late penalty; and, creates an abstract for billing of property tax.
  • Investigates properties in Carteret County for the presence of personal property items that have not been listed on the tax scroll of the county and exercises discovery for the purpose of adding them to the scroll and creating a billing abstract.
  • Assists the mobile home and watercraft appraisal specialists as required in their listing requirements.
  • Ensures the distribution of listing forms to personal property owners in the county.
  • Reconciles the monthly downloads from NCDOR and DMV for registered motor vehicles, ensuring that the essential abstract data is correct and adjust values to local market standards.
  • Establishes and maintains written documentation of appraisal processes for training continuity.
  • Visits locations as required where personal property exists that require detailed inspection for value.

Conducts audits as required.

  • Assists other property appraisers on staff as required.
  • Performs customer service functions such as answering inquiries, assist in filling out forms, listening to and addressing complaints, and helping customers and visitors get the support they are seeking.
  • Exercises critical thinking in processing complaints, appeals, requests, and general inquiries from the public to ensure the most accurate and useful response is offered.

Knowledge, Skills and Abilities

  • Knowledge of the North Carolina Machinery Act, specifically the cycle of listing, appraising, assessing, billing, and collection.
  • Knowledge of the standards for defining property as real or personal, and how to apply valuation and tax rates to establish a property tax bill.
  • Knowledge of personal property appraisal methods and techniques.
  • Knowledge of professional references and how to apply them for personal property appraisal.
  • Knowledge of general accounting practices.
  • Knowledge of the geographic layout of Carteret County.
  • Knowledge of market factors that may affect personal property and its depreciation.
  • Knowledge of the structure of municipal, county, and state government along with the supporting jurisdictions such as fire districts, ems districts, and other tax-supported entities.
  • Skills in arithmetic calculations.
  • Skills in basic statistics and statistical analysis.
  • Skills in organizing large quantities of data and creating data bases, searching data by query and applying standardized reports.
  • Skills in using common computer software and telecommunication systems.
  • Interpersonal skills in conflict resolution and de-escalation.
  • Ability to communicate orally and in writing to convey and receive/process complex information.
  • Ability to operate a motor vehicle safely.
  • Ability to acquire skills in utilizing complex appraisal and reference software to input data accurately, extract data required to provide information, analyze data to create billing abstracts, and search data to provide answers to inquiries, create reports, and recognize and correct data errors.
  • Ability to operate common office equipment such as copiers, scanners, postal meters, VPN telephone systems, and similar systems.

Physical Requirements

  • Work requires the exertion of up to 25 pounds of force occasionally and a negligible amount of force constantly to move objects.
  • Work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, and fingering.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to receive detailed information through oral communications and/or to make fine distinctions in sound.
  • Work requires visual acuity for close vision, distance vision, ability to adjust focus, depth perception and peripheral vision.
  • Visual acuity is required for preparing and analyzing written or computer data, use of measuring devices, operating machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
  • Worker is subject to outside environmental conditions.
  • Work is performed in a moderate noise environment (e.g. business office with typewriters and/or computer printers, light traffic).

Desirable Education and Experience

Graduation from a two-year college with a degree in business, accounting, marketing, real estate or related field and moderate experience in tax listing and property appraising; or, an equivalent combination of education and experience.

Special Requirements

Valid North Carolina driver’s license 

Complete County Personal Property Appraiser Training conducted by the NCDOR within one year of employment and become a NCDOR certified Personal Property Appraiser.

Complete UNC School of Government course in property listing and assessment within one year of employment.

Complete 30 hours of continuing education training every two years.

Ability to pass a drug test and background check required as well.
