1 Resource Group Staffing is hiring a seasoned Project Quality Manager in Battle Creek, Michigan. Experience working with government contracts  is a plus! This is a contract with the possibility to be hired permanent.  


POSITION PURPOSE: The Project Quality Control Manager (CQM) will support the construction projects. Primary mission of the project quality control manager is to generate revenue for the business line.     Responsible for the implementation, documentation, and execution of the quality control system of construction projects.  The CQM is to insure that project comply with the applicable plans, standards, specifications and construction practice. Manages and provides oversight of assigned design and construction projects to ensure that corporate goals and objectives are accomplished within prescribed schedule and budget parameters. Effectively communicates with field staff, technical staff, contractors and management.  Provides internal and external coordination and collaboration with project partners and stakeholders. The position requires considerable judgment and latitude in performing job duties and is expected to function effectively with minimal to moderate direct supervision.  The ideal candidate will be capable of working with minimal oversight but willing to follow directions and accurately track the status of all assigned construction solutions. The project quality control  manager will be accountable to closely comply with corporate, project, safety, production, and industry standards. Additional responsibilities include direct oversight and review of the entire documentation and physical inspection of the work flow process to ensure quality is maintained.

Business Management

  • Quality control oversight on construction/environmental projects
    • Ensure all work is in compliance with contract requirements
    • Review shop drawings for conformance with project specifications
    • Verify and document that all materials received for the project are in conformance with the approved submittal
    • Prepare daily QC reports and submit on a daily basis to the contracting officer
    • Timely completion and collection of inspection reports, as required
    • Maintain project master schedule using CPM techniques

Construction Services

• Prepare weekly and monthly quality assurance reports
• Inspect field sites and identify any problems or inaccuracies
 • Identify field site safety hazards and take necessary action to eliminate or minimize them


ESSENTIAL FUNCTIONS:

  • Must be able to create a quality management plan for the project assigned. 
  • Must be have knowledge of the overall quality management of each project assigned. 
  • Must be able to use and understand the USACE
    • Hold meetings with all stakeholders, as needed, to define QC policies and procedures related to the project
    • Work with co-workers and subcontractors to maintain quality control throughout the project life cycle
    • Maintain a testing plan and log
    • Lead and evaluate employee and sub-contractor performance
     • Remove individuals whose work does not comply with contract plan and specifications

  • Develop and report on forecasts, proposals, project snapshots, invoicing, and financial performance
  • Perform timecard updates daily and sign and approve timecards weekly to support reporting and payroll activities

CORE JOB QUALIFICATIONS:

Type

Core Job Qualifications

Education

  • Bachelors Degree, Equivalent or 10 years in similar position.
  • QCS, MS Office Programs, RMS
  • Government Contracting / US Army Corps of Engineers.


Experience

  • Experience with the Army Corps of Engineers and Federal contracting is highly desired.
  • EPA and/or USACE Construction/Environmental experience
    • Proficient with computer software used in the construction field
    • Ability to stay at remote locations for long periods of time
    • Ability to travel to job sites as needed for projects
     • CQC must provide copies of the certificate of completion for USACE Construction Quality Management for Contractors course identifying date completed


Licenses/ Certification/ Registration

  • University Degree
  • CQMC-USACE Construction Quality Management Certification

Special knowledge, skills, & abilities

  • OSHA-10/30 or EM385 Certificate, MS Project/Primavera Experience (3 years), Project Management supporting construction projects (4 years), Contract/Subcontract Management (4 years).

SUPERVISORY RELATIONSHIPS:

  1. Supervises the following roles:

All subcontractors and suppliers as it pertains to quality on the project.
