1 Resource Group is seeking a high caliber Site Supervisor- Construction for long term contract needs with the possibility to be hired perm by our client. 


POSITION PURPOSE: The Project Manager will support the construction projects. Primary mission of the project manager is to generate revenue for the business line. Plans, directs, manages, and provides oversight of assigned design and construction projects to ensure that corporate goals and objectives are accomplished within prescribed schedule and budget parameters. Effectively communicates with field staff, technical staff, contractors, and management.  Provides internal and external coordination and collaboration with project partners and stakeholders. This position will assist in the management of key corporate initiatives and projects. The position requires considerable judgment and latitude in performing job duties and is expected to function effectively with minimal to moderate direct supervision.  The ideal candidate will be capable of working with minimal oversight but willing to follow directions and accurately track the status of all assigned construction solutions. The project manager will be accountable to closely comply with corporate, project, safety, production, and industry standards. Additional responsibilities include leading assigned forecasting, strategy, proposals, reporting, and business reviews.

Business Management

  • Provide direction to manage the construction business and optimize financial performance. 
  • Monitor, develop and report financial forecasts for revenue, cost, production, and support related to profit and loss using Deltek and MS Project/Primavera. 
  • Establish baseline financial performance and set goals for achieving revenue projections and business growth. Must have visibility on ETCs, AEC, SPI and CPI.

  • Strengthen the corporate position within the construction solutions market by leading design and engineered solutions that meet customer needs. 
  • Target solution designs that develop capabilities for delivering affordable and resilient designs based on drawings, statements of work, and supporting documents. 
  • Allocate resources to ensure developing, sourcing, producing, deploying, and maintaining a competitive advantage through cost, performance, and technical content. 


ESSENTIAL FUNCTIONS:

1. Provide detailed constructability reviews of project documents; make recommendations.

2. Advise, consult, lead, and provide feedback on the development of construction procurement documents, including plans, construction phase consulting services, and GEC responsibilities.

3. Participate in and/or lead project evaluation and consultant selection for applicable procurements.

4. Manage day-to-day work on projects in construction phases; coordinate and make recommendations regarding status of work.

5. Attend and actively participate in partnering sessions with contractors, agencies, and organizations to obtain feedback on performance and effectiveness; represent corporate needs; and develop strong working relationships throughout the industry.

6. Represent the company in Value Engineering studies on projects in development.

7. Assist in the development of project procurement documents for various delivery methods, including Design / Bid / Build, Design / Build, P3, and other innovative project delivery methodologies.

8. Represent the company in reviewing contractor requests through formal or informal processes and provide prompt responses to keep projects on schedule.

9. Provide regular detailed reporting/metrics on existing projects, resources allocation, project status completion statistics, any variances to plan and forecasting of future needs.

10. Review and monitor project work to ensure that progress is within expected guidelines and is completed on time and within budget.

11. Review and provide recommendations on potential Change Orders on projects and process per contractual requirements, providing detailed analysis of impacts to the Agency budget and schedule.

12. Coordinate efforts contractors on projects to ensure effective partnering.

13. Regularly review project schedules, analyze, and monitor construction progress to determine impacts to schedule and provide feedback to Director of Engineering and Executive staff.

14. Regularly attend and / or lead detailed project meetings with contractors, consultants, and outside agencies to ensure Agency goals are achieved.

15. Enforce constructor contracts compliance for reporting, environmental requirements, scheduling, and invoicing.

16. Work with your staff to define the roles of project team members, project reporting structures and frequency of interaction.

17. Monitor and communicate project-related issues, scope changes, variances and contingencies that may arise during the construction of projects to the Director of Engineering and Executive staff.     Facilitate amicable solutions.

18. Meet with and effectively communicate with project partners, project stakeholders and public.

19. Resolve conflicts between the contractors and engineering consultants. Assumes a lead role in any dispute resolution activities occurring on assigned projects.

20. Monitor consultant and contractor progress and performance, review and approves invoices, and resolve payment and project disputes.

21. Coordinate project management matters, both current and future.

22. Advise, consult, and communicate directly with the Director and management level staff on project matters.

23. Analyze recommendations made by, and provide direction to, General Engineering firm(s) and consultants performing construction engineering and inspection (CEI) services.

24. Work with General Counsel (internal and external) on project management, contract provision, terminologies, and disputes issues.

25. Coordinate construction activities associated with project implementation with Director of Toll Operations.

26. Participate in contractor evaluation, bid analysis reviews, and award recommendation.

27. Provide project management support and input associated with projects to Communications and the Community Relations Departments.

28. Occasionally prepare and lead presentations to the Board and outside agencies and organizations.

29. Manage project budgets in an effective, efficient manner.

30. Complete any other job-related duties as assigned – This could be within the region or outside the region.  The intent here is to support other regions as needed when work is slow in our region

  • Bachelor’s degree, Equivalent or 10 years in similar position.

Experience

  • Experience leading Construction, Engineering, Design & Project Management activities– 5 yrs 

Licenses/ Certification/ Registration

  • University Degree
  • Project Management Professional (PMP) Preferred

Special knowledge, skills, & abilities

  • OSHA-10/30 or EM385 Certificate, MS Project/Primavera Experience (3 years), Project Management supporting construction projects (4 years), Contract/Subcontract Management (4 years).
